that is incorrect. EVERY smartphone needs a data plan meaning with att , its 200MB, 2GB or unlimited. there is no way you can have a smartphone without data. if you reboot the phone, it uses 1MB just updating itself. you should really go to att and ask why you will be charged if you use 2kb
