North Carolina Trout Fishing Regulations?

In Avery County, North Carolina, what are the trout fishing regulations? I tried to call but they are already closed and will not open again until Monday. I am talking about public rivers and streams. Can you use live bait? Do you have to use flies? Can you use a spinning reel? Catch and Release is not a worry for me because I release regardless of being able to keep or not. Thank you.
