Because you are trying to isolate x so in order to do that the first step is getting the parenthesis alone, i.e. dividing by -4h on both sides of the equation. It's just a more complicated version of a simple algebra equation. For example, 8=4x, you would divide 8 by 4 to find x. The problem you are solving just has a few more variables.
